For Sims 3, script mods, which are .package files, go into the Documents\Electronic Arts\The Sims 3\Mods\Packages folder. If this folder structure does not exist, you must create it manually and add a critical Resource.cfg file to enable the game to read the mods.
Note: Do not confuse this folder with the game's installation directory in Program Files, which is the wrong location for user mods and can cause issues.
